I was extremely disappointed in Douglas County’s decision not to pursue Comprehensive Community Services (CCS). The services provided are preventative and would lessen the increase in child protective service calls, children's commitments for mental health and also adult commitments for mental health which are much more expensive.

The reimbursable “front money” is an investment well worth it, as prevention is inherently cheaper than crisis. Not being able to “afford” it is leading to more expense. Sixty-six Wisconsin counties take advantage of CCS.

I think they realize they can’t afford not to implement CCS.
