Funding for the Pell Grant program is doubled, providing this help to more low-income students.
Student loan repayments will be capped at 10 percent of the graduate's income, plus any remaining loan balance after 20 years will be forgiven (in some circumstances, after 10 years).
There is no additional cost to the taxpayer. These expanded benefits are paid for through administrative savings.
