Superior Council OKs funding for Hammond Avenue reconstruction

Two phase project will address sewers and deteriorated pavement starting in 2023.

Superior’s City Council approved an agreement Tuesday, Aug. 4, with the Wisconsin Department of Transportation to reconstruct a stretch of Hammond Avenue from North 21st to North 28th Street.

The agreement allocates almost $1.15 million in Surface Transportation Program funds to help pay for the estimated $2.28 million construction project planned for 2024. The program allocates federal funding to the project.

The remaining costs for the project will be paid for through the city’s capital improvement program and Stormwater Enterprise Fund.

According to a memo from Public Works Director Todd Janigo, the planned Hammond Avenue project will consist of a complete reconstruction of seven blocks of roadway and the installation of separated storm and sanitary sewers, as well as sidewalks. Plans include improvements for bicycle and pedestrian travel.

It will be the second phase of a project that will reconstruct Hammond Avenue from Belknap Street to North 28th Street. The first phase is planned for the 2023 construction season.
