A registered sex offender accused of having sex with a 16-year-old in a Superior apartment made an initial appearance Monday in Douglas County Circuit Court.

A registered sex offender accused of having sex with a 16-year-old in a Superior apartment made an initial appearance Monday in Douglas County Circuit Court.

Thure Randolph Mills, 40, faces felony child enticement as a persistent repeater.

According to the complaint:

Mills was at a Superior apartment with the 16-year-old and a vulnerable adult in January. He asked them if they wanted to go into his room and "watch Netflix and chill," which the adult told investigators is a slang term for having sex. The teen said that the three smoked pot together and Mills took their clothes off. Although she told him she didn't want to, the teen reported that Mills had sex with her and the adult.

Mills was convicted of criminal sexual conduct in the third-degree in St. Louis County, Minn., in 2004 and is under active community supervision according to the Wisconsin Department of Corrections sex offender database.

He was convicted of a sex registry violation in Douglas County court last month and sentenced to 90 days in jail and two years of probation with a stayed one-year jail sentence, according to online records.

Cash bond was set for $50,000 during Monday's hearing, and he was ordered to have no contact with the reported victim and an adult witness, and no intentional contact with minors. He remained in custody Thursday at the Douglas County Jail. His next court appearance is set for July 12.
