A Duluth man gets probation and 180 days in jail for his role in bringing more than five pounds of marijuana to Superior for sale.
Jeffrey Allen Koenen Jr., 32, pleaded no contest Oct. 21 in Douglas County Circuit Court to party to possession with intent to deliver marijuana, a class G felony. At his sentencing Dec. 27, he was put on three years of probation and granted with Huber release for work and treatment while he serves his jail sentence. He was ordered to pay a $10,000 fine, submit a DNA sample and maintain absolute sobriety during probation.
According to the criminal complaint:
Investigators with the Superior Police Department intercepted an express package that had been positively identified by a narcotic detection K-9 en route to Superior in September 2015. When police opened it, they found more than 5 pounds of marijuana in vacuum-packed bags. The package was delivered to a Superior address, where they executed a search warrant. They found packing material, digital scales, drug paraphernalia and small clear plastic baggies as well as money and the bags of marijuana from the package.
The man who lived at the address, Zachary Joseph St. Arnold, told police that Koenen was the person who set up the deliveries and took care of the contents of the packages. He said Koenen ran it out of St. Arnold's residence because he didn't want his girlfriend to know.

St. Arnold said he and Koenen went to a music festival in California and met up with a couple guys who said they could make a bunch of money. They agreed to send packages to St. Arnold's house and Koenen would be the lead in the Twin Ports.
Numerous text messages between St. Arnold and "Jeffrey Allen" were found on St. Arnold's phone, many about the package.
St. Arnold, 30, faces a charge of possession with intent to deliver marijuana. His next court appearance is Jan. 23. If convicted of the class F felony, he faces a maximum sentence of 12 years and six months imprisonment and a fine of $25,000.
