A Wisconsin man was fined for his role in questionable asphalt paving business practices in 2015.
Mark Tracywick Wells, 29, of Lone Wolf, pleaded no contest Feb. 1 in Douglas County Circuit Court to misdemeanor violate unfair trade general orders. He was ordered to pay a $250 fine and court costs. One felony count of attempt theft by false representation was dismissed.
According to the criminal complaint:
Wells was the foreman of Z-Line Construction, a transient blacktopping company that passed out fliers and offered to do driveway work for Douglas County residents in September 2015. Workers claimed to be involved in the County Highway P paving project.
Z-Line Construction was not involved in any county paving projects, according to Ryan Haworth, operations manager for the Douglas County Highway Department.

One Poplar man reported that he was quoted an ever-increasing price for driveway work by Z-Line, and the business began work on his driveway without a contract. The highway department determined the work was incomplete, consumers were overcharged for the job and the work performed was not up to industry standards.
A warrant was issued in Douglas County for another man who was allegedly involved in the scam. Jacob Lee Hall, 29, of Porter, Texas, is facing charges of attempt theft by false representation and violate unfair trade general orders in connection with Z-Line Construction.
