Superior juvenile accused of shooting at car to be tried as an adult

CLOQUET — A boy arrested after allegedly firing over 10 rounds at an occupied car on Sunday, July 3, will face five charges including two counts of second-degree assault with a deadly weapon.

River Ray Schier, 16, of Superior, has also been charged with one count of possessing a weapon while under the age of 18, reckless discharge of a weapon within a municipality and intentional discharge of a firearm that endangers safety.

In a notice to the district court, Michael Boese, assistant county attorney, stated the Carlton County Attorney's Office intends to prosecute the child as an adult in the case.

"The crimes charged against the defendant is serious in nature and if not dealt with properly, may create a situation where the defendant becomes a serious danger to the community," he said.

Boese also stated that with the defendant's age, there are no resources or programming available to him in the juvenile justice system.

Schier is currently being held at the Arrowhead Juvenile Center.

As Schier's alleged actions undermined the safety of the community, Boese said the second-degree assault charges carry presumptive prison sentences.

The charges stem from Schier's arrest on Sunday after two women flagged down officers and said they had been shot at on Saturday, July 2, at 11:15 p.m.

According to a news release issued Sunday by Cloquet police, the officers noticed the women were afraid and that the vehicle had been damaged by gunfire.

The women said they were shot at in their car after they stopped to let in two boys who said they were fleeing from someone trying to shoot them.

The information in the juvenile delinquency petition said the car was shot at shortly after the two boys got in, and while no one was injured, the car's rear window was shot out and multiple other rounds hit the vehicle.

After leaving the area, the women dropped the two boys off at a residence near USG in Cloquet.

When the officers began their investigation into the shooting, they learned that Schier attempted to steal a backpack from one of the boys, which prompted Schier to pull out a pistol, the petition said.

After one of the boys swiped at Schier, the petition said, the pistol fell to the ground and they heard Schier say they had "better run."

However, when officers interviewed Schier, he said the boys came up and took his phone from him, according to the petition. He then allegedly chased the boys and shot at them while they got into a car.

Schier also admitted to stealing the weapon from a car in Superior prior to the incident, according to the petition. Schier's guardians had searched his belongings, found the pistol and called 911 to report the discovery.

The next court date is set for Tuesday, July 12, where a detention hearing will be held.
