At this time next year, a new CVS Pharmacy could be well on its way to completion at North 28th Street and Tower Avenue.

The project -- a year and a half in the making -- garnered approval of the city's plan commission to vacate an alley and for rezoning of residential property on the east side Banks Avenue north of 28th Street.

Valmeir Companies, the developer for CVS, has purchase agreements with the five homeowners and commercial property owners in the area to build the 13,000 square foot pharmacy.

Jon Lennander of Valmeir Companies said if everything goes according to plan, the company expects to close with property owners in February and construction would get underway in April. Construction of the multi-million dollar project is expected to take about six months to complete, he said. Lennander declined to disclose the anticipated cost of the project.

Under the proposal considered by the city's plan commission, CVS Pharmacy would include a drive through and 78-slot parking lot along Tower Avenue and North 28th Street. West and north of the building and drive through, the developer plans to use landscaping as a buffer from residents remaining on Banks Avenue.

The existing north-south alley in the neighborhood would be shorter, but Valmeir Companies has agreed to replace the east-west alley on a portion of the property it will purchase to ensure the alley doesn't dead end at its property.

Port and Planning Director Jason Serck said that would allow for trash collection and ensure emergency vehicles have access to the remaining properties.

"I like the plan," said neighborhood resident Brad Liable. He said his concern would be light infiltrating his bay window, forcing him and his wife to close curtains, but the plan took that in consideration to ensure that would not happen.

Under recently adopted ordinances, new commercial operations are required to shield adjacent residential property from bright lights.

Other features of the plan neighbors appreciated was an enclosure for trash because of bear activity in the neighborhood and plans to allow access only on North 28th Street and Tower Avenue.

The zoning change goes before the city council Nov. 1, and councilors consider the alley vacation Nov. 15.
