The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in the Government Center, Board Room 201.

3.APPROVAL OF MINUTES March 16, 2021 - Regular Council Meeting.
MOTION by Councilor Bender, seconded by Sutherland and carried, to approve.

4.1 Public Hearing on the 2020 Consolidated Annual Performance and Evaluation Report (CAPER).
MOTION by Councilor Elm, seconded by Sutherland and carried, to approve.
5.CORRESPONDENCE TO BE FILED (No action)
5.1 City Attorney Prell submitting the advisory opinion from the Wisconsin Ethics Commission - Conflict of Interest of Councilor.
6.MAYOR'S REPORT
6.1 The Mayor's Report.
6.2 Recommending approval of contract amendment with Sailboats, Inc. in regards to the Barker's Island Review Committee.
MOTION by Councilor Bender, seconded by Ludwig and carried, to approve.
6.3 Recommending approval to appoint Laura Gapske, Tatiana Bergum, Nicole Thole, Mark Fruehauf, Jane Larson, Marc Letendre and Joe Tribbey to the Commercial Sexual Exploitation Commission for 3 year terms ending April 2024.

MOTION by Councilor Elm, seconded by Ludwig and carried, to adopt the ordinance as amended.

8.9 Urban Forestry Tree Board, March 18, 2021
Report from the Chair.
1) To approve removing, in coordination with the utility company and replacing trees, as able, that are at the end of their life, and leaving door hangers notifying home owners of the reason for removal.
MOTION by Councilor Bender, seconded by Ludwig and carried, to approve.

10.NEW BUSINESS
10.1 City Clerk Kalan recommending approval of miscellaneous licenses.
MOTION by Councilor Sutherland, seconded by Bender and carried, to approve.
10.2 City Clerk Kalan recommending referral of Claim #21-04, 21-05 and 21-06 to the Liability Claims Committee.
MOTION by Councilor Fennessey, seconded by Sutherland and carried, to approve.
10.3 Planning Director Serck recommending approval of the Land Grant Program.
No action; approved under item 8.8.
10.4 Planning Director Serck recommending approval of contract award to Northern Ecological Services for planting and seeding at Moonshine Road Wetland Mitigation Bank for low bid of $47,029.
MOTION by Councilor Sutherland, seconded by Bender and carried, to approve.
10.5 Planning Director Serck recommending approval of sublease from the Board of Regents of the University of Wisconsin System to a portion of Montreal Pier to the University of Minnesota Duluth and the Federal Environmental Protection Agency for the storage of research vessels.
MOTION by Councilor Elm, seconded by Bender and carried, to approve.
10.6 #O21-4235Ordinance introduced by the Common Council of the City of Superior amending City Code, Chapter 112 - Traffic Code, Schedule J, Disabled Parking Zones, by adding 1916 Iowa Avenue (both sides).
MOTION by Councilor Kern, seconded by Sutherland and carried, to adopt the ordinance.
