The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in the Government Center, Board Room 201.

2) To approve a resolution regarding the Project Plan and Establishing Boundaries for Tax Incremental District No. 17 City of Superior, Wisconsin and Recommendation for the Creation Thereof.
3) To approve the small business grant application for Serenity Spa and Salon.
4) To approve the small business grant application for Black Fox Salon Studio.

10.1 City Clerk Kalan recommending approval of miscellaneous licenses.
MOTION by Councilor Bender, seconded by Fennessey and carried, to approve.
10.2 City Clerk Kalan recommending approval of the Preliminary Alcohol Report.
MOTION by Councilor Fennessey, seconded by Bender and carried, to approve Part I of the report with the exception of Lady Vi's Enterprises. (Kern abstained)
MOTION by Councilor Bender, seconded by Fennessey and carried, to add Lady Vi's Enterprises to Part II of the report and approve as amended.
10.3 RESOLUTION #R21-13556 of the City of Superior, Wisconsin identifying Blighted Property and providing approval to the Redevelopment Authority of the City of Superior, Wisconsin to assist in the private acquisition, improvement and development of Blighted Property.
MOTION by Councilor Bender, seconded by Fennessey and carried, to adopt the resolution.
10.4 RESOLUTION #R21-13557 of the Common Council of the City of Superior, Wisconsin, authorizing the transfer of property located on Bardon Avenue near 28th Street to the Redevelopment Authority of the City of Superior.
MOTION by Councilor Kern, seconded by Elm, and carried, to adopt the resolution.
10.5 RESOLUTION #R21-13558 introduced by the Common Council concerning the Wisconsin Department of Natural Resources Compliance Maintenance Annual; Report (CMAR) for 2020.
MOTION by Councilor Kern, seconded by Bender and carried, to adopt the resolution.
10.6 RESOLUTION #R21-13559 introduced by the Department of Parks, Recreation and Forestry of the City of Superior supporting the Proclamation of World Migratory Bird Celebration Week in the City of Superior.
MOTION by Councilor Elm, seconded by Bender and carried, to adopt the resolution.
