PROCEEDINGS OF THE DOUGLAS COUNTY BOARD OF SUPERVISORS Thursday, December 16, 2021, 6:00 p.m., Board Room, Second Floor, Government Center 1316 North 14th Street, Superior, Wisconsin Meeting called to order by Chairman Mark Liebaert. Pledge of Allegiance recited. Roll call taken by County Clerk Susan Sandvick. There were 16 Present, 5 Absent. Absent – Glazman, Raunio, Lear, Ryan, Long. Motion by Pomush, second Hendrickson, to approve the November 10 and 18, 2021, meeting minutes. Motion carried. CORRESPONDENCE Two items of correspondence were either received and placed on file or referred to the appropriate committee. PUBLIC COMMENT Motion by Liebaert, second Allen, to refer public comment on Amendment to Ordinance 8.0, Zoning Ordinance (McNeil rezoning request), to take place during discussion on the ordinance. Motion carried. No other public comment. ORDINANCES Amendment to Ordinance #8.0, Zoning Ordinance, presented by the Zoning Committee. Motion by Liebaert, second Bergman, to defer to January County Board meeting to allow the Zoning Department to have a reasonable opportunity to ascertain and report to the board as to the authenticity of the ownership statements contained in the Protest filed with the County Clerk pursuant to Section 59.69(5)(e)5g of the Wisconsin Statutes. No public comment allowed due to referral motion. Roll call vote taken and passed with 15 – Yes, 1 – No, 5 – Absent. Voting no – Baker. Absent – Glazman, Raunio, Lear, Ryan, Long. Amendment to Ordinance #8.0, Zoning Ordinance, presented by the Zoning Committee. Motion by Bergman, second Hendrickson, to adopt. Motion carried. RESOLUTIONS #63-21: Resolution by the Land and Development Committee recommending land sales. Motion by Allen, second Jaques, to adopt. Motion carried. #64-21: Resolution by the Land and Development Committee recommending amendment to Land Donation Policy. Motion by Allen, second Luostari, to adopt. Motion carried. #65-21: Resolution by Supervisors on the Health and Human Services Board supporting the efforts of the Douglas County Sex Trafficking Response Team and the City of Superior Human Trafficking Task Force Commission. Motion by Allen, second Hendrickson, to adopt. Motion by Allen, second Pomush, to amend resolution and sponsor from entire County Board. Motion carried. Motion to adopt as amended, carried. #66-21: Resolution by Supervisors on the Health and Human Services Board requesting elimination of Badger Care eligibility cliff. Motion by Jaques, second Slay, to adopt. Anna Carlson, Health and Human Services Director, clarified support of resolution and its meaning. Motion carried. #67-21: Resolution by the Executive Committee and Supervisor Jaques recommending use of $10,000 from American Rescue Plan Act funding for COVID-19 positive homeless sheltering. Motion by Allen, second Pomush, to adopt. Motion by Hendrickson, second Bergman, to amend resolution and sponsor from entire County Board. Motion carried. Motion to adopt as amended, carried. #68-21: Resolution by Supervisor Liebaert authorizing Douglas County to enter into the settlement agreements regarding opioid litigation. Motion by Hendrickson, second Pomush, to adopt. Motion by Allen, second Hendrickson, to amend resolution and sponsor from entire County Board. Motion carried. Carolyn Pierce, Corporation Counsel, spoke on opioid litigation, explaining settlement documents. 70 counties and 11 cities in Wisconsin included in settlement agreements; Douglas County anticipating to receive $1.5 million. Motion to adopt as amended, carried. COUNTY ADMINISTRATOR REPORT: Written report reviewed. COUNTY BOARD CHAIR REPORT: Photos in Government Center walkway donated by Doug Finn; Forestry Department encountering timber contract issues. Superior Days will be held February 22 and 23rd as a small concentrated effort. Executive Committee met to discuss virtual attendance policy; appointment needed for Non-profit Funding Policy Work Group. APPOINTMENTS: None. COMMITTEE REPORTS: Clark – Senior Connections; Employee Relations Committee; Security and Facilities Committee. Jaques – Administration Committee; Health and Human Services Board.
