PROCEEDINGS OF THE DOUGLAS COUNTY BOARD OF SUPERVISORS Thursday, September 15, 2022, 6:00 p.m., Board Room, Second Floor, Government Center 1316 North 14th Street, Superior, Wisconsin Meeting called to order by Chairman Mark Liebaert. Pledge of Allegiance to be recited. Roll call taken by Kaci Lundgren. There were 19 Present 2 Absent. Absent – Slay, Allen. Motion by Pomush, second Hendrickson, to approve the August 18, 2022, meeting minutes. Motion carried. PUBLIC COMMENT The following individuals provided comment opposing Amendment to Ordinance 8.0, Zoning Ordinance, Preferred Living, LLC: Brian Huesby, Brian Finstad, Katy Metcalfe, Jenny Huesby. ORDINANCES Amendment to Ordinance 8.0, Zoning Ordinance, presented by the Zoning Committee, referred from the August 18, 2022, County Board meeting. Motion by Baker, second Borgeson, to deny. Motion carried. Amendment to Ordinance 5.04, All-Terrain Vehicle and Utility Terrain Vehicle Routes and Operation. Motion by Luostari, second Baker, to adopt. Motion carried. RESOLUTIONS #47-22: Resolution by the Land and Development Committee recommending land sales. Motion by Jaques, second Pomush, to adopt. Motion carried. #48-22: Resolution by the Administration Committee recommending approval of resolution Authorizing the Issuance and Establishing Parameters for the Sale of Not to Exceed $7,500,000 General Obligation Promissory Notes. Motion by Baker, second Bergman, to adopt. Motion by Liebaert, second Baker, to adopt with proposed amendments distributed. Roll call vote taken and passed with 19 - Yes, 0 - No, 2 - Absent. Absent – Allen, Slay. #49-22: Resolution by the Administration Committee recommending budgetary transfers. Motion by Lear, second Bergman, to adopt. Roll call vote taken and passed with 19 - Yes, 0 - No, 2 - Absent. Absent – Allen, Slay. #50-22: Resolution by the Zoning Committee and Supervisor Jaques recommending agreement between the Northwest Regional Planning Commission and Douglas County for administration of the Community Development Block Grant Program. Motion by Pomush, second Hendrickson, to adopt. Motion carried. #51-22: Resolution by the Forest, Parks & Recreation Committee recommending opposition to federal legislation prohibiting local regulation of pesticide use. Motion by Hendrickson, second Jaques, to adopt. Motion by Glazman, second Baker, to amend and sponsor by County Board. Motion carried. Motion to adopt as amended, carried. COUNTY ADMINISTRATOR REPORT: Written report reviewed. COUNTY BOARD CHAIR REPORT: Liebaert reported on various county activity. COMMITTEE REPORTS: Jaques – Administration/Health & Human Services/Land & Development; Hendrickson – NERR/Extension; Baker – Transportation & Infrastructure. APPROVAL OF BILLS AND CLAIMS: Motion by Jaques, second Baker, to approve. Motion carried. ADJOURNMENT: Motion by Pomush, second Luostari, to adjourn. Motion carried.
