Meeting called to order by Chairman Mark Liebaert.
Pledge of Allegiance recited.
Roll call taken by County Clerk Susan Sandvick. There were 15 Present, 4 Absent. Absent - Clark, Hendrickson, Long, Pomush.
Motion by Allen, second Borgeson, to approve the August 19, 2021, meeting minutes. Motion carried.
CORRESPONDENCE
Three items of correspondence were either received and placed on file or referred to the appropriate committee.
PUBLIC COMMENT
None.
ORDINANCES
Amendment to Ordinance #8.0, Zoning Ordinance, presented by the Zoning Committee. Motion by Bergman, second Baker, to adopt. Motion carried.
RESOLUTIONS
#36-21: Resolution by the Land and Development Committee recommending land sales. Motion by Allen, second Moen, to adopt. Motion carried.
#37-21: Resolution by Supervisor Borgeson recommending adoption of Tentative County Supervisory District Plan. Motion by Borgeson, second Ryan, to adopt. Motion carried.
#38-21: Resolution by the Zoning Committee recommending denial of zoning district map amendment. Motion by Bergman, second Glazman, to adopt. Motion carried.
#39-21: Resolution by the Public Safety Committee supporting legislation to provide an increase in criminal and ordinance violation surcharge. Motion by Lear, second Ryan, to adopt. Motion carried.
#40-21: Resolution by Supervisors Liebaert, Luostari and Moen requesting Douglas County be reclassified as "D3 Extreme Drought" intensity by the U.S. Drought Monitor. Motion by Baker, second Luostari to adopt. Motion by Allen, second Jaques, to amend and sponsor by County Board. Motion carried. Motion to adopt, as amended, carried.
COUNTY ADMINISTRATOR REPORT: Written report reviewed.
COUNTY BOARD CHAIR REPORT: Wisconsin Counties Association Conference is September 26-28; Superior Days is October 11-12. Concerned about upcoming Timber Sale with southern entities traveling north to provide their product. Town of Solon Springs has implemented hotel/motel tax; other municipalities should consider.
APPOINTMENTS: Motion by Baker, second Allen, to approve the following appointments by County Board Chair: County Board Supervisor District 11 - Richard Staupe; Public Safety - Richard Staupe; Transportation and Infrastructure - Sam Pomush; Extension, Education and Recycling - Kelly Peterson. Motion carried.
COMMITTEE REPORTS: Jaques - Health and Human Services Board; Allen - Land and Development Committee; Bergman - Zoning Committee.
APPROVAL OF BILLS AND CLAIMS: Motion by Jaques, second Bergman, to approve. Motion carried.
