Meeting called to order by Chairman Mark Liebaert.
Pledge of Allegiance recited.
Roll call taken by County Clerk Susan Sandvick. There were 21 Present, 0 Absent. (Remote - Baker, Bong, Borgeson, Glazman, Hendrickson, Long, McGillis.)
Motion by Pomush, second Ryan, to approve September 17, 2020, meeting minutes. Motion carried.
CORRESPONDENCE
Four items of correspondence were either received and placed on file or referred to the appropriate committee.
PRESENTATIONS
Bob Brown, Buildings and Grounds, presented Employee of the 3rd Quarter Award. Brown recognized for his problem solving and repair skills, and being humble, kind and caring.
Sheila Keup, Humane Society of Douglas County Director, presented on the shelter's intake numbers, and community assistance in areas of animal care and education. Among animal surrenders, lost and found animal assistance, and adoptions, the shelter is the primary rabies hold location. They offer no-cost mobile vet spay/neuter services for cats, and handle hoarding and animal neglect cases. COVID-19 has had a negative impact this year, but shelter is financially stable.

ORDINANCES
Amendment to Ordinance #8.0, Zoning Ordinance, presented by the Zoning Committee. Motion by Bergman, second Ryan, to adopt. Motion carried.
Ordinance #8.18, Captive Cervids Ordinance, presented by the Communicable Diseases in Cervids Study Committee. Motion by Bergman, second Moen, to adopt. Motion carried.
RESOLUTIONS
#45-20: Resolution by the Land and Development Committee recommending land sales. Motion by Allen, second Jaques, to adopt. Motion by Allen, second Jaques to amend as follows: Correct spelling of buyer's name for Parcel 7-17 to Zachery; and correct part legal description of Parcel 12-18 to NE1/4 of SE1/4. Motion carried. Motion to adopt resolution as amended, carried.
#46-20: Resolution by the Land and Development Committee recommending transfer of property to City of Superior. Motion by Allen, second Jaques, to adopt. Motion carried.
#47-20: Resolution by the Land and Development Committee recommending transfer of property to City of Superior. Motion by Allen, second Luostari, to adopt. Motion carried.
#48-20: Resolution by the Zoning Committee recommending approval of application for Wisconsin Department of Natural Resources surface water grants. Motion by Baker, second Bergman, to adopt. Motion carried.
#49-20: Resolution by Supervisor Jaques recommending approval of budgetary transfer. Motion by Jaques, second Lear, to adopt. Roll call vote taken and passed with 21 Yes, 0 No, 0 Absent.
RESOLUTION NOT ON AGENDA
#50-20: Resolution by Supervisor Liebaert recommending policy for county employees to serve as election workers. Motion by Pomush, second Baker, to adopt. Motion carried.
COUNTY ADMINISTRATOR REPORT: Written report reviewed.
COUNTY BOARD CHAIR REPORT: Members to consider long range plans for fairgrounds; road sales tax to be addressed at state level; Superior Days 2021 may be a small event due to COVID-19. Small increase to Forestry carryover funds should be considered for additional reserve.
APPOINTMENTS: Motion by Bergman, second Ryan, to approve the following appointments: Aquatic Invasive Species Strategic Plan Workgroup - Sue Hendrickson (Chair), Kay McKenzie, Jerri McGinley, Darienne McNamara, Ashley Vande Voort. Criminal Justice Coordinating Council - Carolyn Jones, citizen member, Donna Stone, Sheriff's Department representative. Northwest Regional Planning Commission Board - Ron Leino. Motion carried.
COMMITTEE REPORTS: Glazman - The Development Association; Pomush - Senior Connections.
APPROVAL OF BILLS AND CLAIMS: Motion by Jaques, second Ryan, to approve. Motion carried.
