Meeting called to order by Chairman Mark Liebaert.

Roll call taken by County Clerk Susan Sandvick. There were 20 Present, 1 Absent. Absent - Pomush. (Remote - Baker, Bergman, Bong, Borgeson, Certa-Werner, Glazman, Hendrickson, Long, McGillis, Peterson, Ryan.)
Motion by Jaques, second Ryan, to approve the October 15, 2020, and October 27, 2020, meeting minutes. Motion carried.
CORRESPONDENCE
Two items of correspondence were either received and placed on file or referred to the appropriate committee.
PUBLIC COMMENT
None.
ORDINANCES
Amendment to Ordinance #8.0, Zoning Ordinance, presented by the Zoning Committee. Motion by Bergman, second Ryan, to adopt. Motion carried.
RESOLUTIONS
#58-20: Resolution by the Land and Development Committee recommending land sales. Motion by Allen, second Jaques, to adopt. Motion carried.
#59-20: Resolution by the Land and Development Committee recommending easement to City of Superior for Bear Creek Trail/Wisconsin Point extension. Motion by Allen, second Hendrickson, to adopt. Motion carried.
#60-20: Resolution by the Forest, Parks and Recreation Committee recommending withdrawal and sale of county forest land. Motion by Bergman, second Moen, to adopt. Motion carried.
#61-20: Resolution by Administration Committee recommending amendment of Douglas County Leaves-Vacation policy for 2020. Motion by Lear, second Jaques, to adopt. Motion carried.
#62-20: Resolution by Administration Committee recommending approval of budgetary transfer. Motion by Jaques, second Luostari, to adopt. Roll call vote taken and passed with 20 - Yes, 0 - No, 1 Absent. Absent - Pomush.
COUNTY ADMINISTRATOR REPORT: Written report reviewed.
COUNTY BOARD CHAIR REPORT: Recent timber sale exceeded one million; reopening of local paper mills appears likely. Highway and Forestry Departments exercising extreme caution due to excess positive COVID-19 cases.
APPOINTMENTS: Motion by Jaques, second Lear, to approve the following appointments: Non-Profit Funding Policy Work Group - Pat Ryan, Anna Carlson (replaces Pat Schanen). Motion carried.
COMMITTEE REPORTS: Hendrickson - Land Conservation; NERR; Library Board. Jaques - Administration. Bergman - Zoning.
APPROVAL OF BILLS AND CLAIMS: Motion by Jaques, second Ryan, to approve. Motion carried.
