Meeting called to order by Chairman Mark Liebaert.
Pledge of Allegiance recited.
Roll call taken by County Clerk Susan Sandvick. There were 20 present, 0 absent. 5 supervisors participated in meeting by telephone.
Motion by Pomush, second Hendrickson, to approve May 13, 2020, meeting minutes. Motion carried.
CORRESPONDENCE
None.
PRESENTATIONS
Kevin Giersdorf, Victim/Witness Specialist, presented Employee of the 2nd Quarter Award and retirement certificate. Kevin has been employed by Douglas County for 36 years and recognized for his positive outlook and exceptional service to the public.
Rehearing of Application for License for Public Assemblage to Hold ‘BowFest 2020” event at 3125 Mont du Lac Drive, Superior, Wisconsin, on July 24 – 26, 2020. Original application denied at May 13, 2020, meeting. Decision appealed to Circuit Court and determined sufficient evidence for denial was not provided; referred back to board to rehear. Determination of application’s timeliness relies on inclusion of the Thursday event date. Ordinance requires application include days with excess of 1,000 people; Thursday’s event attendance cannot be determined. Steve Nichols, Mont du Lac attorney, guarantees Thursday will not have over 1,000 attendees. Motion by Jaques, second Baker, to approve application. Motion carried.
RESOLUTIONS
#34-20: Resolution by Supervisors Liebaert and Allen recommending approval of (1) Property Management Agreement – Fairground Property; and (2) Property Management Agreement – Racetrack Property. Motion by Allen, second Jaques, to adopt. Motion carried.
#35-20: Resolution by Supervisors Liebaert and Allen recommending issuance of tax deeds. Motion by Allen, second Hendrickson, to adopt. Motion carried.
#36-20: Resolution by Supervisors Liebaert and Bergman recommending approval of Agreement between Douglas County and Northwest Regional Planning Commission for administration of Regional Housing Program grant award from Division of Energy, Housing and Community Resources. Motion by Pomush, second Bergman, to adopt. Motion carried.
#37-20: Resolution by Supervisors Liebaert and Jaques recommending approval of budgetary transfer. Motion by Jaques, second Hendrickson, to adopt. Roll call vote taken and passed with 20 Yes, 0 No, 0 Absent.
COUNTY ADMINISTRATOR REPORT: Written report reviewed.
COUNTY BOARD CHAIR REPORT: Forestry timber sale was just under one million dollars; several bidders withdrew due to closure of plants.
APPOINTMENTS: Motion by Allen, second Hendrickson, to approve Veterans Service Commission appointment – Sam Pomush (replacing Mike Raunio). Motion carried.
Motion by Jaques, second Baker, to approve Zoning Board of Adjustment (three-year terms) appointments - Robert Martin (replacing Douglas Hanson), Sam Jones (replacing Robert Wilson). Motion carried.
COMMITTEE REPORTS: Liebaert – Transportation and Infrastructure; Hendrickson – Northern Waters Library Service Board; Jaques – Administration.
APPROVAL OF BILLS AND CLAIMS: Motion by Jaques, second Moen, to approve. Motion carried.
