Meeting called to order by Chairman Mark Liebaert.
Pledge of Allegiance recited.
Roll call taken by County Clerk Susan Sandvick. There were 16 Present, 3 Absent. Absent - Bong, Jaques, Peterson (arrived at 6:03 p.m.).
Motion by Pomush, second Allen, to approve the June 17, 2021, meeting minutes. Motion carried.
CORRESPONDENCE
Three items of correspondence were either received and placed on file or referred to the appropriate committee.
PRESENTATION
Juliana Polson, Finance Department, presented Employee of the 2nd Quarter Award. Polson recognized for her efforts with the Highway Department inventory tracking. Her assistance with answering questions, initiative to learn and drive for challenges were commended.

ORDINANCES
Amendment to Ordinance #8.0, Zoning Ordinance, presented by the Zoning Committee. Motion by Bergman, second Baker, to adopt. Motion carried.
RESOLUTIONS
#30-21: Resolution by the Zoning Committee recommending denial of zoning district map amendment. Motion by Bergman, second Borgeson, to adopt. Motion carried.
#31-21: Resolution by the Administration Committee recommending approval of Personnel Policy amendments. Motion by Lear, second Ryan, to adopt. Motion carried.
#32-21: Resolution by the Administration Committee establishing health insurance rates for 2022. Motion by Hendrickson, second Bergman, to adopt. Motion carried.
#33-21: Resolution by the Administration Committee recommending approval of budgetary transfers. Motion by Baker, second Lear, to adopt. Roll call vote taken and passed with 17 Yes, 0 No, 2 Absent. Absent - Bong, Jaques.
#34-21: Resolution by the Land and Development Committee recommending repurchase of tax delinquent property pursuant to Douglas County Ordinance #1.5. Motion by Allen, second Luostari, to adopt. Motion carried.
#35-21: Resolution by Supervisors Allen, Liebaert, Luostari and Moen recommending authorization of Tri-County Corridor Commission emergency funding in the amount of $10,000. Motion by Pomush, second Luostari, to adopt. Motion carried.
COUNTY ADMINISTRATOR REPORT: Written report reviewed.
COUNTY BOARD CHAIR REPORT: Special County Board meeting(s) may be needed for actions relating to redistricting and Wisconsin opioid lawsuit settlement; timber sales down with less demand from local mills; Emerald Ash Borer found on county property and is being trapped; payment in-lieu-of-fee to municipalities for county forest land increased to 63 cents an acre; Superior Days will be a concentrated effort with minimal attendance in October.
ACTION: Motion by Baker, second Pomush, to allow special County Board meeting(s), if necessary, over next several months, for required actions relating to redistricting and Wisconsin opioid lawsuit settlement. Motion carried.
APPOINTMENTS: Motion by Pomush, second Raunio, to approve the following appointments by County Board Chair: Woodland Enhanced Health Services Commission - Charles Glazman; Employee Relations Committee - Brian DeMar (replacing Jean Hale); Professional Improvement Committee of State Land Conservation - Susan Hendrickson. Motion carried.
Motion by Hendrickson, second Borgeson, to approve the following appointments by County Administrator: Medical Examiner - Sheila Keup; Child Support Director - Sharon Dembroski. Motion carried.
COMMITTEE REPORTS: Clark - Employee Relations Committee; Hendrickson - Lake Superior NERR Advisory.
APPROVAL OF BILLS AND CLAIMS: Motion by Baker, second Raunio, to approve. Motion carried.
