Roll call taken by Melissa Pratt, for the County Clerk. There were 21 Present, 0 Absent.
Motion by Pomush, second Hendrickson, to approve the October 21 and 26, 2021, meeting minutes. Motion carried.
CLAIMS
Summons and Complaint by Towne Mortgage Company d/b/a AmeriCU Mortgage, for foreclosure of mortgage, listing Douglas County as Defendant because of lien interest in subject property.
Summons and Complaint by Navy Federal Credit Union, for foreclosure of mortgage, listing Douglas County as Defendant because of lien interest in subject property.

PRESENTATIONS
Stacy Libby, Clerk of Courts, presented Employee of the 3rd Quarter Award. Libby recognized for her hard work and dedication to Douglas County and its citizens. Michele Wick accepted award on her behalf.
PUBLIC HEARING
Chair Liebaert opened the 2022 Community Development Block Grant (CDBG) Small Cities Housing Program Public Hearing at 6:04 p.m. Sheldon Johnson, NWRPC Executive Director, summarized housing opportunities, eligibility criteria for assistance, and the grant’s application process. Douglas County is the lead county for the Northwest Regional Housing Program. Anticipated grant $2,000,000. The hearing provides for citizen input; none was received. Public Hearing closed at 6:18 p.m.
ORDINANCES
Amendment to Ordinance #8.0, Zoning Ordinance, presented by the Zoning Committee. Motion by Bergman, second Borgeson, to adopt. Motion carried.
RESOLUTIONS
#55-21: Resolution by the Zoning Committee recommending adoption of a Citizen Participation Plan for Community Development Block Grant. Motion by Bergman, second Hendrickson, to adopt. Motion carried.
#56-21: Resolution by the Zoning Committee authorizing submission of an application for Community Development Block Grant Housing Program for Small Cities. Motion by Glazman, second Hendrickson, to adopt. Motion carried.
#57-21: Resolution by the Land and Development Committee recommending DNR establish rule for date regulating wild rice harvest on the Minong Flowage. Motion by Allen, second Jaques, to adopt. Motion carried.
#58-21: Resolution by the Land and Development Committee recommending land sales bid policy revision. Motion by Allen, second Luostari, to adopt. Motion carried.
#59-21: Resolution by Public Safety and Administration Committees recommending revision of holiday pay schedule for Communication Center employees. Motion by Pomush, second Jaques, to adopt. Roll call vote taken and passed with 21 – Yes, 0 – No, 0 – Absent.
#60-21: Resolution by the Administration Committee recommending budgetary transfers. Motion by Hendrickson, second Bergman, to adopt. Roll call vote taken and passed with 21 – Yes, 0 – No, 0 – Absent.
#61-21: Resolution by the Executive Committee recommending County Board Supervisors’ compensation plan amendment. Motion by Baker, second Borgeson, to adopt. Motion by Allen, second Jaques, to amend resolution and decrease amount to $3,600.00 per year. Roll call vote taken and failed with 10 – Yes, 11 – No, 0 – Absent. Voting yes – Slay, Clark, Leino, Jaques, Staupe, Allen, Ryan, Moen, Long, Bergman. Roll call vote taken on the resolution and passed with 14 – Yes, 7 – No, 0 – Absent. Voting no – Slay, Leino, Jaques, Allen, Ryan, Moen, Bergman.
#62-21: Resolution by Supervisors Liebaert and Jaques recommending approval of courthouse elevator repair funding from American Rescue Plan Act funds. Motion by Jaques, second Slay, to adopt. Motion by Hendrickson, second Pomush, to amend resolution and sponsor from entire County Board. Motion to amend, carried. Roll call vote taken on motion to adopt as amended, and passed with 21 – Yes, 0 – No, 0 – Absent.
COUNTY ADMINISTRATOR REPORT: Written report reviewed.
COUNTY BOARD CHAIR REPORT: Oak Wilt found on Douglas County Forest Land – will impact summer harvesting; participation in carbon credit program still being researched. Meeting with Governor Evers today brought hopeful news for Wisconsin Rapids Paper Mill. Superior Days topics moving forward are .50 % sales tax and City of Superior Enbridge payment. Eight photos were hung in the skywalk donated by the Douglas County Historical Society. Planning on a presentation from UWS Chancellor in the future. Tomorrow meeting with Senators Tiffany and Stauber relating to port issues. Executive meeting on December 7, 2021, COVID policy discussion regarding remote meeting attendance.
APPOINTMENTS: Motion by Allen, second Clark, to approve the following appointments by County Board Chair: Local Emergency Planning Committee – Joe Eickman and Owen Fifield; Community Services Program – Marquise Slay and Mike Raunio. Motion carried.
COMMITTEE REPORTS: Glazman – NW CEP; Development Association; Chamber of Commerce; Hendrickson – Land Conservation; Bergman – Zoning.
APPROVAL OF BILLS AND CLAIMS: Motion by Allen, second Jaques, to approve. Motion carried.
