ORDINANCE # O21-4256 AN ORDINANCE INTRODUCED BY THE CITY CLERK WHICH UPDATES THE WARD DESCRIPTIONS AND THEIR CORRESPONDING ALDERMANIC DISTRICT DESIGNATIONS IN SECTION 46-6 OF THE CITY CODE OF ORDINANCES OF THE CITY OF SUPERIOR, WISCONSIN.

AN ORDINANCE INTRODUCED BY THE CITY CLERK WHICH UPDATES THE WARD DESCRIPTIONS AND THEIR CORRESPONDING ALDERMANIC DISTRICT DESIGNATIONS IN SECTION 46-6 OF THE CITY CODE OF ORDINANCES OF THE CITY OF SUPERIOR, WISCONSIN.
The Common Council of the City of Superior, Wisconsin does ordain as follows:
Section 1:
Whereas, the City of Superior, Wisconsin must redistrict as a result of the 2020 federal census; and
Whereas, Wisconsin Statutes 5.15 requires the City to create wards; and
Whereas, Douglas County has presented the City of Superior, Wisconsin, with a tentative supervisory plan for Douglas County; and
Whereas, Douglas County's tentative supervisory plan provides for thirteen (13) County Supervisors to be elected from the City of Superior with each supervisor representing approximately 2,109 people; and
Whereas, in dividing itself into wards, the City of Superior has made a good faith effort to accommodate Douglas County's tentative redistricting plan; and
Whereas, in dividing itself into wards, the City of Superior has considered voter convenience, communities of interest and while allowing for future population growth; and
Whereas, having considered the above matters, the City of Superior has determined that the ward divisions described herein are the most suitable divisions for the City of Superior which comply with Wisconsin's established redistricting requirements.
Section 2: Sec. 46-6. - City divided into 32 wards; function of wards; polling places of the Code of Ordinances is hereby repealed and recreated to read as follows:
Section 46-6. City Divided Into Wards; Function of Wards; Polling Places.
(a) WARDS. The City of Superior shall be divided into wards with a population range of 600-2,100, with numbers and boundaries shown on the map on file in the office of the City Clerk, and described here:

Commencing at the intersection of Grand Avenue and Winter Street; thence East along Winter Street to the centerline of Weeks Avenue; thence South along Weeks Avenue to the centerline of N 11th Street; thence East along N 11th Street to the centerline of Catlin Avenue; thence North along Catlin Avenue to the centerline of Winter Street; thence East along Winter Street to the centerline of E 1st Street; thence Southeast along E 1st Street to the centerline of E Street; thence Northeast along E Street and its extension to the Lake Superior shore; thence Northwest along said shoreline to the intersection with the Northbound lane of US Highway 53 bridge; thence South and East along US Highway 53 until the intersection with Grand Avenue; thence South along Grand Avenue to the centerline of N 5th Street; thence West along N 5th Street to the centerline of Baxter Avenue; thence South along Baxter Avenue to the centerline of N 8th Street; thence West along N 8th Street to the Southerly extension of Cumming Avenue; thence South following the Southerly extension of Cumming Avenue to the intersection with Burlington Northern-Santa Fe Railroad; thence East along Burlington Northern-Santa Fe Railroad to the intersection with Grand Avenue; thence South along Grand Avenue to the intersection of Grand Avenue and Winter Street as point of beginning.
(b) FUNCTION OF WARDS. The wards described in subsection (a) shall have all the functions and purposes of wards established under Wisconsin Statutes, Section 5.15.
(c) ALDERMANIC DISTRICTS DESIGNATIONS. As designated by the Common Council, the City of Superior shall be divided into ten (10) aldermanic districts with the following numbers and wards-the boundaries of which are described in subsection (a):
(1) First Aldermanic District shall consist of Wards One, Two and Three;
(2) Second Aldermanic District shall consist of Wards Six and Seven;
(3) Third Aldermanic District shall consist of Wards Four and Five;
(4) Fourth Aldermanic District shall consist of Wards Eight, Nine and Ten;
(5) Fifth Aldermanic District shall consist of Wards Eleven, Twelve and Thirteen;
(6) Sixth Aldermanic District shall consist of Wards Twenty-Three, Twenty-Four and Twenty-Five;
(7) Seventh Aldermanic District shall consist of Wards Fourteen, Fifteen and Sixteen;
(8) Eighth Aldermanic District shall consist of Wards Seventeen, Eighteen and Nineteen;
(9) Ninth Aldermanic District shall consist of Wards Twenty, Twenty-One and Twenty-Two;
(10) Tenth Aldermanic District shall consist of Wards Twenty-Six, Twenty-Seven and Twenty-Eight.
(d) POLLING PLACES. The polling place for each ward for all elections in the city is designated by its respective aldermanic district and established as follows:
(1)First Aldermanic District: Central Assembly of God, 3000 Hammond Avenue.
(2)Second Aldermanic District: Zion Lutheran Church, 2022 East 2nd Street.
(3)Third Aldermanic District: Central Assembly of God, 3000 Hammond Avenue.
(4)Fourth Aldermanic District: Zion Lutheran Church, 2022 East 2nd Street.
(5)Fifth Aldermanic District: WITC Conference Center, Mertz Mortorelli Dr. entrance.
(6)Sixth Aldermanic District: Superior Government Center, 1316 N. 14th Street.
(7)Seventh Aldermanic District: WITC Conference Center, Mertz Mortorelli Dr. entrance.
(8)Eighth Aldermanic District: Billings Park Civic Center, 3903 North 18th Street.
(9)Ninth Aldermanic District: Billings Park Civic Center, 3903 North 18th Street.
(10)Tenth Aldermanic District: Superior Government Center, 1316 N 14th Street.
Section 3: If any section, subsection, sentence, clause or phrase of this ordinance is for any reason held to be invalid or unconstitutional by reason of any decision of any court of competent jurisdiction such decision shall not affect the validity of any other section, subsection, sentence, clause or phrase or portion thereof.
Section 4: This ordinance shall take effect and be in force from and after its passage and publication, as provided by law.
