ORDINANCE INTRODUCED BY FINANCE COMMITTEE CREATING SECTION 2-243, GRANTS
SECTION 1. Section 2, Administration, Article V, Budget Systems, Section 2-243 Grants of the City Code of Ordinances is hereby created to read as follows:
Sec. 2-243. - Grants.
a) Definition. Grant means funds provided by the City to an outside entity, usually for a specific purpose. The City does not expect to be repaid or to receive anything in return for a grant payment.
b) Grant Procedure. Beginning July 1, 2021, grants over $1,000 shall not be awarded without a completed and correctly filled out grant application. Completed grant applications shall be reviewed and approved by the City Council or their designee. City Council or their designee may approve or deny a grant application for any reason. For reoccurring grants, a grant application must be filled out each year in order to be eligible for funds. Award of a grant to any particular entity does not obligate the City to award future grants.
c) Exclusions. Excluded from this requirement are grants paid from the Economic Development Fund 405, Community Development Block Grant Fund 259 and any current or future Tax Increment Financing Districts. This includes any incentives offered related to current or future Tax Increment Financing Districts.
SECTION 2. All ordinances and parts of ordinances in conflict herewith are hereby repealed.
SECTION 3. If any section, subsection, sentence, clause or phrase of this ordinance is for any reason held to be invalid, unconstitutional by reason of any decision of any court of competent jurisdiction, such decision shall not affect the validity of any other section, subsection, sentence or clause or phrase or portion thereof.
SECTION 4. This ordinance shall take effect and be in force from and after its passage and publication, as provided by law.
