The Regular Meeting of the Common Council was called to order by Mayor Jim Paine at 6:30 p.m. in the Government Center, Board Room 201.

Mayor Paine presented Dan Olson with a plaque and thanked him for his years in service on the Superior City Council.

7. STANDING COMMITTEE RECOMMENDATIONS FOR APPROVAL
7.1 Finance Committee, April 16, 2020
4) To accept the 5-year contract with Tyler Technologies for Building Permit and Inspection software. (Referred from May 5, 2020 Council meeting.)
MOTION by Councilor Elm, seconded by Ludwig and carried, to table and consider concurrently with item 8.7.
7.2 Finance Committee, May 14, 2020
4) To approve Eric Thomas, of Sailboats Inc., to provide a written documentation of his payment request and to schedule a special Finance Committee meeting act on the motion within ten days.
MOTION by Councilor Bender, seconded by Ledin and carried, to table and consider concurrently with item 8.5.
7) To approve funding in 2020 by transferring from the IT budget to the HR budget in the General Fund for the new HR Administrative Assistant position.
8) To approve the 2020 Liability Insurance Budget.
9) To receive and file the April 2020 check register.
10) To receive and file the General Fund Financial Statements - 2019 & 2020 Expenditure vs. Budget Analysis.
MOTION by Councilor Kern, seconded by Ludwig and carried, to approve the remained of item 7.2.
7.3 Finance Committee, May 27, 2020
1) To approve receiving the first half of the rent payment due June 1, 2020, on July 15, 2020, and the second half on September 1, 2020.
MOTION by Councilor Bender, seconded by Elm and carried, to table and consider concurrently with item 8.6.
2) To approve the amendment to the Kemper Sports Management Inc. Management Agreement for Kemper Sports Management Inc. to maintain all financial management, accounting records and reporting for the Nemadji Golf Course for a monthly fee.
3) To table the resolution waiving late fees and penalties on hotel-motel tax collections through January 31, 2021.
MOTION by Councilor Kern, seconded by Fennessey and carried, to approve the balance of item 7.3.
7.4 Human Resources Committee, March 16, 2020
4) Approve creating a full time Human Resource Administrative Assistant position at pay grade F.
MOTION by Councilor Bender, seconded by Ludwig and carried, to approve.
7.5 Human Resources Committee, May 18, 2020
3) To approve the correction to City Ordinances 2-53: Compensation for Aldermen, and 2-54: Alderman's expenses.
6) To approve increasing the current GIS Technician/Database Specialist from part-time to full-time.
8) To receive and file the Monthly Personnel Report for April 2020.

7.6 Plan Commission, May 20, 2020
2) To approve the Administrative request to submit Certified Survey Map for property located in Fraser Shipyard, near Howard's Bay.
MOTION by Councilor Fennessey, seconded by Bender and carried, to approve.
7.7 Public Works Committee, May 20, 2020
4) To approve the addition of 2-way stop signs at the intersection of 8th Avenue E and E 9th Street with traffic on 8th Ave East stopping and yielding to traffic on E 9th Street.
MOTION by Councilor Bender, seconded by Ludwig and carried, to table and consider concurrently with item 12.1.
5) To receive and file fleet vehicle auction removals.
6) To approve declaring surplus equipment for disposal at public auction.
7) To approve modifying the existing calendar parking exemption on the 1400 block of Weeks Avenue by removing "from the east/west alley south to Belknap Street" and adding "from N 14th Street to Belknap Street."
MOTION by Councilor Bender, seconded by Dalbec and carried, to table and consider concurrently with item 12.2.
8) To table revisions to grading and drainage ordnance until next Public Works Committee Meeting.
9) To receive and file the ESD Director's Report.
10) To receive and file the Public Works Director's Report.
MOTION by Councilor Van Sickle, seconded by Bender and carried, to approve the balance of item 7.7.
8. BUSINESS BY DEPARTMENT HEADS

8.1 Recommending approval of miscellaneous licenses.
MOTION by Councilor Bender, seconded by Dalbec and carried, to approve.
8.2 Recommending approval of the Preliminary Alcohol Report.
MOTION by Councilor Dalbec, seconded by Fennessey and carried, to approve. Councilor Kern abstained.
8.3 Recommending approval of an Outdoor Alcohol Consumption License application for a Class B Liquor & Beer for TAF & TOL, LLC, Trade Name: The Tipsy Beaver Bar, 3823 E 2nd Street, Agent: Millisa Tollers, for the remainder of the license period.
MOTION by Councilor Van Sickle, seconded by Dalbec and carried, to approve.

8.4 Recommending approval of the 2020 Liability Insurance Budget.
MOTION by Councilor Elm, seconded by Bender and carried, to approve.
8.5 Recommending approval to amend the Kemper Sports Agreement in order to use Kemper Sports for bookkeeping purposes at the Nemadji Golf Course.
MOTION by Councilor Bender, seconded by Fennessey and carried, to approve.
8.6 Recommending approval of Amendment No. 4 to Amend and Restated Lease Agreement between the City of Superior, Wisconsin and Sailboats, Inc.

8.8 Recommending approval of a five year Fixed-Base Operator and twenty year Land Lease Agreement with Timothy Friendshuh, dba: Lake Superior Flight to least hangar site A-7 and build a hangar where he plans to operator Lake Superior Flight, giving rides in a 1943 biplane and pulling advertising banners at the Richard I. bong Memorial Airport.
MOTION by Councilor Bender, seconded by Elm and carried, to approve.
9. BUSINESS BY THE MAYOR
9.1 Recommending approval to reappoint Brian Finstad to the Plan Commission for a term expiring May, 2023; reappoint Kelly Peterson to the Superior Public Museums Board for a term expiring May, 2023; and reappoint Robert Quene to the Urban Forestry Tree Board for a term expiring May, 2023.
MOTION by Councilor Bender, seconded by Fennessey and carried, to approve.
Mayor Paine introduced the new Chief of Staff to the Mayor, Nick Raverty, who addressed Council and gave a brief introduction.

Councilor Ludwig gave brief update on the Community Garden.

12.1 O20-4193 Ordinance introduced by the Public Works Committee amending the City Code, Chapter 112, Traffic Code, Article VII, Schedule A, Stops, by adding East 9th Street (the following stop at): 8th Avenue East (2-way).
MOTION by Councilor Fennessey, seconded by Bender and carried, to adopt the ordinance.
12.2 O20-4194 Ordinance introduced by the Public Works Committee amending the City Code, Chapter 112, Traffic Code, Article VII, Schedule I, Streets Excluded from Calendar Parking by removing Weeks Avenue from the east/west alley south to Belknap Street, and adding Weeks Avenue from North 14th Street to Belknap Street.
MOTION by Councilor Elm, seconded by Ludwig and carried, to adopt the ordinance.
12.3 O20-4195 Ordinance introduced by the Public Works Committee amending the City Code, Chapter 112, Traffic Code, Article III, parking, by removing No Parking on Odd Side, Weeks Avenue - between North 14th Street and Belknap Street.
MOTION by Councilor Dalbec, seconded by Ludwig and carried, to adopt the ordinance.
