 Mark Sahba of Madison, Wis. was surprised by the number of new voting requirements he faced when he returned to Wisconsin after four years away. It took him about two months and $130 to amass the documents to allow him to vote in November. Before this year, Sahba, 59, had been voting in the state without problem for 40 years.
