School survey shows benefit concessions won’t pay for state cuts

A survey of Wisconsin school administrators finds that Gov. Scott Walker's proposal forcing teachers to pay more for health care and pension benefits does not produce enough savings to alleviate the $840 million state aid cut in his proposed budget.
