For a third time, Gov. Jim Doyle has proposed to grant in-state tuition to illegal aliens. Explaining his position, gubernatorial spokeswoman Carla Vigue said Doyle believes “this group of individuals shouldn’t be singled out. He believes that they’ve already done the work they needed to do to get into the university.” And what work was that?
