It's a cheap excuse t pull people over and hassle them for no reason. They don't care about you're saftey, thier goal is to jack you up, impound your vehicle, and cost you as much money, and incovenience as possible.

SO- IF I UNDERSTAND THIS RIGHT: YOU CAN GET PULLED OVER FOR HURTING YOURSELF BUT YOU CAN NOT GET PULLED OVER FOR HURTING SOMEONE ELSE! (CELL PHONE USE)
