A perimeter was established by officers from the Superior Police Department and deputies from the Douglas County Sheriff’s Department that encompassed North 28th and 42nd streets, Elmira Avenue and Billings Drive.
At about 1 p.m., officers observed the man leaving the woods and approaching his vehicle.
