The cost is paid by abutting property owners and can be placed on a special assessment spread over 10 years.
Residents must obtain a petition and copy of the blacktopping policy from the city’s Department of Public Works, 1316 N. 14th St., second floor. A minimum of 51 percent of neighbors affected by the special assessment must sign the petition for it to be process. The petitions are due one year before the paving takes place.
Petitions for 2010 alley paving projects must be submitted to the Public Works Department no later than June 30. Petitions received after that date will be process for 2011.
